DUTIES AND RESPONSIBILITIES
Essential Job Functions: Under CLIA guidelines, serves as general supervisor of a high complexity laboratory; responsible for day to day laboratory operations, under the supervision of the Clinical Nurse Manager; performs standard, chemical, and bacteriological laboratory tests for public health department, following established policies and procedures for specimen collection, handling, processing, testing, identification, reporting, and maintaining records of patient/client test results; adheres to and enforces CLIA guidelines; responsible for completion of proficiency testing program, assists in maintaining laboratory's CLIA certification, equipment maintenance schedules, and other requirements specified by the Laboratory Director or CLIA Consultant; obtain technical consultation from CLIA consultant; prepares all laboratory reports, maintains documentation required for Quality Control and Quality Assurance procedures; assists in preparation of laboratory budget; monitors laboratory supplies; prepares and submits purchase requisitions; responsible for management, supervision, orientation, training, and evaluations of laboratory staff, including a phlebotomist; provide consultation to laboratory staff, resolves technical and quality assurance issues in accordance with policies; provides direct supervision of high complexity testing; monitors laboratory procedures to assure an acceptable level of analytic performance; responsible for remedial actions when test systems deviate from performance specifications. WORKING CONDITIONS
Exposure to clients and a variety of specimens with communicable diseases. Exposure to a variety of laboratory chemicals and biomedical waste. Must be available to work Monday thru Friday, 8:00 a.m. to 5:00 p.m., occasional evening and weekend hours. Must comply with department's employee immunization requirements.
MINIMUM ESSENTIAL QUALIFICATIONS
Knowledge: Knowledge of modern laboratory techniques, practices and procedures; knowledge of microbiology; knowledge of standard, chemical, and bacteriological test; knowledge of CLIA procedures and guidelines, including proficiency testing.
Skills/Abilities: Ability to work independently; ability to make sound decisions and judgements based on established procedures and protocols and in compliance with CLIA guidelines; ability to effectively monitor and evaluate all laboratory practices and records; ability to establish effective work relationships and interact with a diverse group of employees; ability to effectively manage and supervise laboratory staff and effectively deal with the public; excellent written and oral communication skills required; ability to accurately perform required laboratory tests and phlebotomy by established protocols; ability to use a microscope, autoclave, centrifuge, CO2 incubator, needles, syringes, pipettes, stains, slides, calculator and other standard laboratory instruments/equipment.
Physical Requirements: Essential: Constantly sees and hears, cleans, files, sorts, and writes; frequently walks, sits, stands, and reaches; infrequently kneels, carries objects weighing up to 10 lbs., holds, and stoops.
Education/Experience: Bachelor's degree in medical technology or chemical, physical or biological sciences preferred; one(1) year training/experience in high complexity testing; registered as a medical technologist (M.T.) by a nationally recognized certifying agency preferred; one year public health STD laboratory experience preferred; M.T. (ASCP) preferred; supervisor experience preferred; at least six months experience in dark field analysis preferred.
Other: Must submit a college transcript or diploma and M.T. certification with application. Applicant selected for hire will be subject to a background investigation and drug/alcohol screen test.
