DUTIES AND RESPONSIBILITIES

Essential Job Functions: Create and maintain a climate of continuous improvement, proactively identifying opportunities for service improvements and internal efficiencies. Ability to interface with all City departments and executive management for the purpose of conducting analysis of enterprise-wide business requirements, analyzing automation needs and interface requirements and establish schedules and priorities as directed by the Technology Services Management. Develop and design automation concepts and map out the requirements of information management systems; prepares flow charts, systems specification, data input requirements and programming as part of the systems enhancement function; executives the various program testing and debugging phases of systems maintenance or enhancement work, and assures systems and their component programs perform to user expectations. This position provides project management of software related projects for city departments. Provide city-wide technical and software support for Windows and iSeries applications and interfaces. Lead responsibility for ongoing testing and product enhancement; create test plans and migration tools. Experience in integration of multiple technologies. Design and maintain the City of Beaumont website. Configure, maintain and customize scripts for the E-Commerce web sites. Perform maintenance programming on custom written applications. Work closely with host to establish website requirements and configurations. Provide ad-hoc reporting expertise. Develop extensive and complex custom Query and Crystal Reports for all areas of service. Develop user and system documentation for city software packages to provide users with a reference to their systems. Provide training to users in a classroom forum for all areas of service. Provide detailed technical and software support to first level support staff as well as Network Administrators. Communicate with vendors to ensure contract agreements are fulfilled, serve as liaisons for the various user divisions to effectively provide a concise interpretation of the City's requirements of each application and user requirements are satisfied. Schedule and perform software updates, patches and service packs. Integrate packaged and existing software programs and systems with custom programming to meet user needs. Establish and supervises time sensitive project schedules and plans, including requirements, tasks, project assignments, resources, inclusive of project milestones and review checkpoints, oversee assigned project performance to assure component and program modifications are effectively made; and reviews all work prior to incorporating into production or its use as input to another stage of the project's tasks; ensures that work meets acceptable standards. Manage data conversions for transitional software applications. Support Geographical Information Systems (GIS) users and perform maintenance on GIS map layers and associated tables. Manage iSeries and Windows database integrations. Backup for other Project Managers and E-Mail Security Administrator.

WORKING CONDITIONS

Normal office environment; must be available to work from 8:00 a.m. to 5:00 p.m., Monday-Friday; must be available to work after hours and weekends when necessary.

MINIMUM ESSENTIAL QUALIFICATIONS

Knowledge: Experience with Microsoft Office projects, Windows Operating Systems, IBM iSeries Systems, HTML, Microsoft SQL Server, Crystal Reports, Query, and computer networking. Ability to express complex technical concepts effectively, both verbally and in writing. Knowledge of RPG programming languages, ArcGIS, ArcView, and Trimble GPS Equipment.

Skills/Abilities: Must have professional verbal and written communication skills. Must be organized and detail-oriented. Enjoys working in a fast-paced high energy environment. Ability to exercise sound judgement in evaluating situations and in making decisions. Ability to follow standard operating procedures. Ability to work independently and with a team. Ability to meet project deadlines. Must be able to diagnose, troubleshoot, and resolve software related problems.

Physical Requirements: Essential: Constantly sees and hears; frequently carries, grasp, handles, lifts up to 10 pounds, listens shut, pull, reach, sit, stand, stoop, talk, and/or walk. Occasionally required to drive a vehicle and travel.

Education/Experience: BS or BA degree preferred in computer related field with a minimum of three (3) years experience in computer programming, web design and project management or in lieu of a degree, five (5) or more years experience in computer programming, web design, and project management is preferred.

Other: Must possess a valid Class C driver's license with a good driving record. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license. Applicant selected for hire shall be subject to polygraph, criminal history background check, and a drug/alcohol screen test.
