DUTIES AND RESPONSIBILITIES
Essential Job Functions: Plans, coordinates and supervises the Water Utilities in-house construction, repair, maintenance and rehabilitation projects; plans, coordinates and supervises the preventative maintenance programs for the water and wastewater sections; plans, coordinates and supervises the operations of the sanitary sewer lift stations; reviews work for general adequacy and for compliance with policy, state and federal regulations; supervises field investigation, planning, design, inspection, and contract administration of Water Utilities construction, repair, maintenance and rehabilitation projects for water and wastewater; reviews addition, construction and rehabilitation plans for improvements to the water and sewer systems; inspects work to assure compliance with City standards and codes as well as state and federal regulations; supervises, directs, assigns, review and coordinates activities of subordinates and staff; prepares construction and pre-construction estimates for projects; reviews contracts and plans submitted by consultants; investigates customers complaints and take appropriate actions to resolve the problems; coordinates utility work as necessary for water and wastewater construction, repair, maintenance and rehabilitation projects; endeavors to maintain good relations with the general public, state and federal officials, other cities and contractors; coordinates and reviews the work of outside consultants; conducts research for specialized projects; assists in the preparation of plans and contract documents for construction projects; prepare and monitor the budget for the water and wastewater sections; prepare specifications for materials and equipment purchasing; prepare monthly reports on progress, expenditures etc.

Working Conditions
Works indoors and outdoors in all types of weather; the incumbent will be working around trenches, roadways, manholes, lift stations, storage tanks, etc. Employee may be exposed to noise, dust, unpleasant odors and traffic hazards. Working hours 8:00 a.m. to 5:00 p.m., Monday - Friday. May be required to work additional hours when demand requires it and in emergency cases.
Minimum Essential Qualifications:
Knowledge: thorough knowledge of water and wastewater engineering principles; thorough knowledge of principles and practices of water and wastewater system operations; thorough knowledge of water and wastewater state and federal regulations; thorough knowledge of the materials, methods and equipment used in the operation, rehabilitation and maintenance of water and wastewater systems; Knowledge of utility budgeting; knowledge of the investigation, design and construction of general water and wastewater projects; knowledge of the principles and practices of administrative management.
Skills/Abilities: Ability to effectively plan and supervise the work of field, technical and professional personnel; ability to research, plan and carry out construction projects; must possess good verbal and written communication skills; ability to establish and maintain a positive work environment for co-workers; ability to demonstrate flexibility in executing various job functions; ability to multi-task.
Physical Requirements: Essential: Constantly sees and hears, writes by hand, performs data entry and typing, answers phone; frequently operates a PC, frequently kneels, reaches, sits, bends, sorts, stands, twists body, operates calculator, files, lifts, drags, carries and holds objects weighing up to 50 lbs., and walks; frequently drives a vehicle; Non-essential: infrequently climbs; lifts objects weighing up to 50 lbs.; pulls and pushes objects weighing up to 50 lbs; runs; squats; stoops; and crawls.
Education/Experience: Four years Bachelor degree in Civil Engineering and/or Construction Management from an accredited college. A professional engineering license preferred but not required. A minimum of four years experience in water and wastewater operations. A minimum of four years experience in water and wastewater construction and rehabilitation. A minimum of four years supervisory experience. An equivalent combination of education, training and experience will be considered. Must obtain a class "B" Water Distribution and Class III Wastewater licenses within two years of the hire date.
