DUTIES AND RESPONSIBILITIES

Essential Job Functions: Plans, organizes, directs, and supervises the activities of a division responsible for traffic engineering, transit system, traffic control devices, signals, freeway and other city lighting; establishes administrative and technical policies, procedures, and programs; oversees the traffic engineering function for the collection and analysis of traffic flow data, the preparation of plans for traffic routes, and the design of traffic control devices and methods; plans improvements to street and traffic signal systems to expedite traffic movement; oversees the maintenance of traffic control devices; supervises studies relating to channelization of traffic; develops plans for arterial highways and one-way street patterns; recommends the adoption of traffic regulations; writes specifications for traffic signals and related equipment; acts as liaison between the city and state and federal agencies as appropriate; prepares and negotiates contracts with consultants; represents the city in various capacities relating to Public Works; coordinates activities with other City departments; develops and administers standard operating procedures for the installation/maintenance/operation of traffic control devices; supervises the management of signal computer control system; participates in the selection, training, discipline, and performance appraisal of subordinates; assists in the development of the department budget; maintains detailed operational records and provides regular/special reports.

WORKING CONDITIONS Normal office environment. Must be available to work from 8:00 am - 5:00 pm, Monday - Friday; overtime when necessary. May be exposed to the possibility of bodily injury while working around equipment, in trenches, or during other data gathering/inspecting activities.

MINIMUM ESSENTIAL QUALIFICATIONS

Knowledge: Considerable knowledge of the engineering principles and practices applied in the planning, location, design, construction, and maintenance of traffic engineering projects; extensive knowledge of the statistical and research procedures as they apply to traffic engineering and problems; thorough knowledge of materials, methods, and practices essential to the installations, maintenance, and repair of traffic signals, signs, street markings, and related traffic control devices; knowledge of current literature, sources of information, trends, and developments in the traffic control field; knowledge of the occupational hazards and safety precautions of the work.

Skills/Abilities: Skill in the use of microcomputers and applicable software; ability to participate in the study, drafting, review, and discussion of the plans and specifications for various traffic projects in conjunction with other departmental staff and consulting engineers; ability to review progress on projects and proposed revisions to plans; ability to monitor construction practices and materials used to assure conformance with engineering specifications and City requirements; ability to prepare, interpret, and utilize engineering plans, maps, specifications; and reports; ability to plan, organize, and supervise the work of a moderate-sized staff of subordinates; ability to establish and maintain effective working relationships with City officials, employees, and the public; ability to express orders clearly, both orally and in writing.

Physical Requirements: Constantly sees and hears; frequently climbs, crawls, stands, stoops, sits, sorts material, drives a vehicle, operates a calculator and personal computer, and writes by hand; infrequently lifts, holds, drags, carries, pushes or pulls objects weighing up to 25 lbs.

Education/Experience: Graduation from a four (4) year college or university with a BS degree in civil or traffic engineering; minimum four (4) years progressively responsible experience in the field of traffic engineering, including two (2) years supervisory experience.

Other: Must possess a valid Class C driver's license with a good driving record. Other state valid Class C driver's licenses with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas Class C driver's license. Registration as a Professional Engineer in the State of Texas or ability to obtain certification within six (6) months of employment date. Applicant selected for hire will be subject to a background investigation and drug/alcohol screen test.
