The Building Codes
Division is committed to meeting the challenges facing the public and
the construction industry at the start of the new century. All measures
are being taken to offer the citizens of Beaumont the most efficient
services possible while maintaining a cost-effective profile within the
city function.
The purpose of
this site is to assist the applicant in designing a set of plans that
will meet or surpass most of the minimum requirements for obtaining a
commercial building permit in the City of Beaumont. The following
information is not intended to be used for any specific permit
application. It is to be used strictly as a guide to assist the
applicant during the plans review process. This information is primarily
directed at local officials, building owners, designers, contractors and
other individuals or organizations that are interested in doing any
construction or building alterations within the city limits of Beaumont.
A person, firm or corporation shall not erect, construct, enlarge,
alter, repair, move, improve, convert or demolish any building or
structure in the applicable jurisdiction or cause the same to be done
without first obtaining a permit which shall be considered a license to
proceed with work.
Application for
Permit
Any owner, authorized agent or contractor who desires to construct,
enlarge, alter, repair, move, demolish or change the occupancy of a
building or structure or to erect or cause any such work to be done
shall first make application and obtain the required permit to proceed
with work.
For new construction
or additions, three complete sets of
drawings or sketches drawn with sufficient clarity and detail to
indicate the nature and character of all work shall accompany every
application along with one additional site plan which shows landscaping,
parking layout, site drainage and driveways drawn to scale accompanied
by legal description of property and address when available. Proposed
water and sewer lines are to be shown along with location of meter.
When the structure is
educational, institutional or assembly type occupancy, or three or more
stories in height or exceeds five thousand (5,000) square feet in area,
except one and two family dwelling, the designer shall be an architect
or engineer legally registered under the law of this state.
The City of Beaumont
requires that bonds in the following sums be posted for work performed
within the city limits.

Plans Review
Plans will be carefully reviewed to assure
they meet all the required standards as written in the local Health
Codes, along with the 2005 National Electrical Code, and 2003 Edition of
the International Building, Plumbing, Gas, Fire and Mechanical Code
adopted by the City of Beaumont.
The Transportation &
Engineering Divisions will check off-street parking requirements, and on
site drainage, respectively. Zoning and landscape requirements, as per
Section 30-31 of the Zoning Ordinance, will be checked by the Planning
Division. The Water Utilities Division will review the proposed water
and sewer lines and location of meters.
Permit Issuance
Plans have now been reviewed by the most
knowledgeable experts in their respective field. Items that need to be
modified will be brought to your attention and noted on your plans
approved as to modification or as to field inspection.
All sets of plans are
stamped approved and the Building Codes Division will retain one
approved set for its files and the they will receive the others which
are required to remain on the job site during construction.
The permit is issued
along with a driveway permit ($15.00 for residential and $25.00 for
commercial). Work must commence in six months or the permit is void.
Permits are valid for (1) one year.
Inspections
On new construction, temporary pole hook up
will be your first inspection (to be set by Licensed Electrical
Contractor if not wired by homeowner).
The rough-in plumbing will be the next
inspection. All drains and waste lines must be completed and water
tested.
The foundation inspection will follow the
plumbing rough-in. For this inspection, all beams shall be properly dug
to correct depth and width, and all steel and moisture barriers will be
in place.
Next, the top-out plumbing inspection will
be made, along with the electrical rough-in and the mechanical rough-in.
After the plumbing top-out and the
electrical and mechanical rough-in, the framing inspection will be made.
When the framing is approved, you can install insulation and cover the
walls and ceiling.
Final building inspection is made after the
plumbing final, electrical final, and mechanical final. This is done
after the building is complete and ready for occupancy.
Office hours are 8:00
a.m. - 5:00 p.m.. If an inspection is required that morning, call
between 7:30 and 8:30 A.M... If an inspection is required that
afternoon, call between 12:30 and 1:30 P.M.. The inspectors are in the
office to receive calls between 7:30 - 8:30 A.M., 12:30 -1:30 P.M., 4:00

Certificate of
Occupancy
A new building shall
not be occupied and a change in occupancy of a building or part of a
building shall not be made until after the Building Official has issued
a Certificate of Occupancy. A Certificate of Occupancy shall be required
on all name changes for electrical service and all new applications for
commercial electrical service.
Section B101 - Permit Fees
Total Valuation
Fee

No
fee, unless inspection required, in which case a $15.00 fee for
each inspection shall be charged.
$1,000 to $50,000
$15.75 for the first $1,000 plus $5.25 for each additional
thousand or fraction thereof, to and including $50,000.
$50,000 to $100,000
$273.00 for the first $50,000 plus $4.20 for each additional
thousand or fraction thereof, to and including $100,000.
$100,000 to $500,000
$483.00 for the first $100,000 plus $3.15 for each additional
thousand or fraction thereof, to and including $500,000.
$500,000 and up
$1,743.00 for the first $500,000 plus $2.10 for each additional
thousand or fraction thereof.
Section B102 - Moving Fee
Moving of any building or structure
The
fee shall be $150.00.
Section B103 - Demolition Fee
Demolition of any building or structure
The
fee shall be $50.00
Section B104 -
Penalties
Where work for which a permit is required by
this code is started or proceeded prior to obtaining said permit, the
fees herein specified shall be doubled, but the payment of such double
fee shall not relieve any persons from fully complying with the
requirements of this code in the execution of the work nor from any
other penalties prescribed herein.
Section B105 -
Plan-Checking Fees
When the valuation of the proposed
construction exceeds $1,000.00 and a plan is required to be submitted by
104.2, a plan-checking fee shall be paid to the building official at the
time of submitting plans and specifications for checking. Said
plan-checking fee shall be equal to one-half of the building permit fee
as set forth in 104.7. Such plan-checking is in addition to the
building permit fee.
General
Requirements
T
he
following information is provided by each department /division that is
involved with the plans review process. This information is described
and illustrated in terms of minimum requirements as referenced by
several code manuals adopted by the city of Beaumont. The information
provided has been developed to reduce the permit review time.
Consideration has been given to a variety of construction types,
however, there are too many variables to address all specific
requirements.
This information is to
be used in conjunction with all city officials involved with the permit
review process. Any information included herein does not authorize any
specific permit approval. Any approval shall involve the Building
Official of the City of Beaumont or his authorized representatives.
It must be noted that
this web site is a work in progress. As new information is incorporated,
this site will be updated accordingly to assist the applicant in the

Building Codes
T
he
requirements for Building Codes include three (3) site plans drawn to
scale showing all building locations, with setbacks from property lines
for front, rear, and side yards of the property. All plans must include
off-street parking with A.D.A. parking and landscaping as required by
the city zoning ordinance. Additional information regarding landscaping,
area and height, signs, and off-street parking may be obtained in the
Planning Division office at City Hall Suite 205. Additional questions

The Building Official
shall require three (3) copies of specifications, and of drawings drawn
to scale with sufficient clarity and detail to indicate the nature and
character of the work as established by the 2003 International Building
Code. The division reserves the right to reject any part of, or entire
set of plans that do not comply. The Building Official may require, at
his discretion, a boundary line survey prepared by a qualified surveyor.

Demolition Program
Vacant, dilapidated, sub-standard and/or dangerous structures should
be reported to the Building Codes Division. Upon
investigation, if found in violation of City Code, property owners
are notified to bring the structure into code compliance or demolish
the structure. Failure by the owner to comply by making needed
improvements to the structure or demolishing the structure may
result in the structure being demolished by City forces at the
owner's expense.
Engineering
The following is a list of items reviewed by
the Engineering Division as part of the permit review.
Site Development
Plan
Show all open ditches
regarding outfall and flow for surface run-off
Curb and gutter standards for piping outfall: show size, kind, and
method of tie-in to city's storm sewer system.
Driveways shall require the following
information:
-Thickness of slab and
reinforcement, driveway width and turning radius, method of tie-in to
existing roadway, and detail of tie-in.
Culverts shall
require the following information:
-Size and kind, pipe
ends showing wingwalls or pipe and protections on concrete structures,
and supporting details.
Detail Plan
Storm sewer pipe
tie-ins to city's box or pipe:-Method: concrete box, excavation, or pipe
to pipe and etc., reinforcements and miscellaneous, and backfill
restoration procedure.
Driveways:
- Show slab thickness
and reinforcement - method of tie-in to existing roadway(s) - details
include:
Rebars, dimensions and etc., base course preparation, and sealant at
warp cuts.
Culverts:
- Concrete wingwall
details showing rebars and installation - pipe cover and backfill.

Fire Department
All construction plans
submitted for permit that require an approval from the Fire Department
shall be considered on an individual basis only. Additional questions

Health
Department
All construction plans
submitted for permit that require an approval from the Health Department
shall be considered on an individual basis as it is strongly suggested
that the applicant perform a preliminary inquiry directly with the
Health Department. Additional questions may be directed to the Chief

Transportation
The following is a
list of items reviewed by the Transportation Division as part of the
permit review process for approval of off-street parking requirements.
- Parking stall /
aisle layout
- Both sides of adjacent roadway(s)
- Driveway(s) both existing and proposed
- Location of building(s) on property
- Property lines
- Floor area of existing and proposed buildings
- Disabled parking / accessible route

Water Utilities
The following is a
list of items reviewed by the Water Utilities Division as part of the
permit review process for approval of water and sanitary sewer
requirements.
- Location and size of
existing water mains adjacent to proposed project.
- Location and size of existing sanitary sewer main adjacent to proposed
project.
- Location, size, and tie-in point of proposed water service line and /
or fire line to existing city main.
- Location, size, and tie-in point of proposed sanitary sewer service
line and/or fire line to existing city main.
- The design engineer must verify elevation of water and sanitary sewer
tie-in points of existing city facilities.
Water Utilities Division shall not be held responsible for elevation
discrepancies or conflicts.
- Plumbing plans shall be provided for all projects that require water
service and sanitary service.
- Fire flow requirements shall be investigated by a professional
engineer (when required by the Fire Marshall).
-Water and sanitary sewer tie-ins must be made by city forces at
contractors cost.
